ABOUT · LEADERSHIP

Federal research, built by operators and physicists.

Four Signal Labs is a partnership of four leaders with decades of combined experience in defense technology, RF science, federal program capture, and hardware engineering — aligned around one product and one mission.

Headshot of Sean Chao
Managing Partner

Sean Chao

Sean leads Four Signal Labs' federal engagement strategy and program capture across the Department of Defense and interagency community.

He has spent two decades serving Federal and private sector clients across multiple verticals, leading design and implementation of tailored solutions. Moreover, he is a Lieutenant Colonel and Commander in the Army Reserve.

At Four Signal Labs he pairs program-office fluency with a deep bench of technical operators to move the FSL-01 from prototype into production.

Sean holds an operational understanding of how RF assurance decides missions — and he builds the partnerships that put the technology into the right hands.

Partner, Operations & Market Strategy

Lisa Colelli

Lisa leads operations and market strategy for Four Signal Labs, aligning the company's federal portfolio with emerging demand across defense and dual-use markets.

She shapes go-to-market for the FSL-01 — identifying priority programs, building customer relationships, and positioning the product where RF assurance is mission-critical.

Her operational focus keeps the company disciplined: predictable delivery, clean execution, and a growth pipeline anchored in real customer problems.

Lisa bridges the technical team and the market, ensuring what Four Signal Labs builds is exactly what the warfighter and program office need.

Headshot of Kevin Shoemaker
Chief Science Officer

Kevin Shoemaker

Kevin is the technical architect behind the FSL-01 receiver analyzer and the integration of BLISS-derived anti-jam and anti-spoof techniques.

His career spans DoD research labs and industry, with patents and peer-reviewed work in RF calibration, direction finding, and signal detection.

He drives the physics: pushing sensitivity, resolving emitters others miss, and turning ambient RF into actionable navigation and protection.

Kevin leads the science roadmap from prototype through AI-enabled analytics and future remote-operation modes.

Headshot of James Banti
Partner, Legal & Compliance

James Banti

James leads legal and compliance for Four Signal Labs, guiding the company through federal contracting, ITAR, and the regulatory landscape that governs defense technology.

He is a practicing attorney with experience advising clients on complex commercial, government, and regulatory matters.

James is also a Lieutenant Colonel in the Army Reserve, bringing an operational understanding of the mission and the institutions Four Signal Labs supports.

He safeguards the company's contracts, intellectual property, and compliance posture so the technical team can move fast without compromising rigor.

OUR THESIS

The next decade of unmanned warfare will be decided in the electromagnetic spectrum. Four Signal Labs exists to give the U.S. and its allies a decisive edge — one modular attachment at a time.
